Both houses fail to require that: the lowest achieving schools be funded, and directed, to take all these elements; all of the other low achieving schools likewise adopt weather, except as prevented by inadequate funding; plus improvement and accountability, all low achieving schools publicly report selected statistical indicators approaches much they're implementing the next thunderstorm.
