The exemptions to this requirement are individuals who are hunters who hold a lifetime license with birthdays on June 1, 1975 or laterthat's license indicate that they have successfully completed the hunter's education program or are hunters who participate in the hunter safety mentoring program. The Pennsylvania Game Commission has, of course, thrown a sop to hunters of the "old school" variety.
